Summary
The United Nations Development Programme (UNDP) is assisting the central and local authorities in Georgia to protect the rights of persons with disabilities and develop an inclusive legislative, social, economic, political and public environment in line with the requirements of the Convention on the Rights of Persons with Disabilities (CRPD).
Working closely with the national stakeholders – the Ministry of Justice; Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs; Ministry of Economy and Sustainable Development; local self-governments; judiciary; Public Defender’s Office and civil society organizations, UNDP aims to promote the integration of persons with disabilities in all areas of economic, social and political life.
Activities
- Assistance in examining and amending the national legislation vis-à-vis the UN Convention on the Rights of Persons with Disabilities (CRPD).
- Facilitation of the Working Group at the Ministry of Regional Development and Infrastructure; Ministry of Economy and Sustainable Development of Georgia tasked to develop the physical accessibility standards for buildings and reflect the them in the relevant legislation.
- In-depth research to identify and address the challenges preventing persons with disabilities from being actively involved in the political and public life.
- Strengthening the capacities of the Public Defender’s Office to monitor the CRPD implementation in Georgia.
- Assistance in bringing the working standards of judiciary in line with the CRPD requirements. Cooperation with the High School of Justice of Georgia to prepare an educational module for the judiciary on the interpretation of national legislation in accordance with the CRPD.
- Strengthening the capacities of the local PwD Councils aiming to protect the rights of persons with disabilities at the local level and develop the inclusive local services in line with the CRPD requirements.
Expected results
- Development of the national legislative framework on persons with disabilities (PwDs) – statutes, by-laws, technical regulations.
- Introduction of the inclusive local services in the selected municipalities with the focus on women with disabilities.
- Improvement of the judicial remedies for persons with disabilities, including women and gender-based violence survivors.
- Increased civic activity for protecting the rights of persons with disabilities and monitoring the CRPD implementation in Georgia. This includes the relevant civil society organizations (CSOs), women’s organizations and disabled persons’ organizations (DPOs).
